E. Fuller Torrey

Dr. E. Fuller Torrey is a psychiatrist and researcher who founded the Treatment Advocacy Center in 1998 after 15 years of working with unhoused people with severe mental illness in Washington, D.C. He authored "Out of the Shadows: Confronting America's Mental Illness Crisis" and has been a leading advocate for policy reforms to help people with severe mental illness receive treatment before they become homeless or incarcerated.
